The provisions of the “Clean Energy Package” (also known has the “Winter Package”) were announced at the end of November 2016 and discussed at a conference held in Brussels in January. The contents of the package are far reaching and build on the principles of the Internal Energy Market. EFET have now released this paper, which looks at the various provisions, in particular those covering the wholesale market, and raise some concerns about some of the details. In particular, the paper raises some concerns about possible confusion in the roles of the various actors in the market, as well as the possible creation of new privileges.
